The committee sold the donated Bitcoin through Gemini, according to four FEC entries that together total $10,018,464.91. Federal election rules require a committee that sells donated cryptocurrency to name the exchange used. The identity of the buyer can remain anonymous and does not count as a contributor under campaign finance rules.

The donations were made 23 days after the Commodity Futures Trading Commission announced it had joined Gemini’s motion to vacate or limit parts of a 2025 consent order. The agency said it reached that position after an internal review that identified problems in the underlying case.

The CFTC announced its review found that portions of the original complaint would not have been filed under current enforcement standards. The agency cited concerns about the credibility of a whistleblower account, missing supporting evidence requested by a commissioner, and privilege and relevance objections that affected Gemini’s ability to defend itself.

The agency also reported that regulators had improperly used enforcement leverage during settlement discussions, described Gemini as a victim of fraud, and noted changes in federal digital-asset policy since the initial action. In an amended joint motion, the CFTC and Gemini asked the court to vacate the consent order or lift its remaining prospective provisions, including a permanent injunction.

Court filings state that a $5 million penalty imposed on Gemini in 2025 was paid and will not be returned.

FEC records do not show direct coordination between the donors and the agency, and the filings do not provide evidence linking the gifts to the CFTC action or indicating a quid pro quo. The entries naming Gemini reflect the exchange’s role in liquidating the committee’s donated Bitcoin, not a separate $10 million contribution from Gemini.

The June gifts follow earlier political donations by the twins. A July 2025 filing attributed about $1.015 million in January Bitcoin donations to Cameron and Tyler Winklevoss. The larger June transfer concentrated a greater share of their reported political giving into a single committee.

Congress is weighing proposals to expand the CFTC’s role in crypto market oversight. Lawmakers reviewing changes to agency authority may consider the timing and details recorded in the FEC and court filings as they debate oversight of digital-asset markets.
