UK third in Bitcoin adoption; 61,000 seized BTC not reserves

A 2025 nation-state Bitcoin adoption index ranked the UK third, citing policy changes and about 61,000 BTC in law-enforcement custody; the Treasury says those coins are criminal property, not government reserves.

A 2025 nation-state Bitcoin adoption index gave the United Kingdom a score of 6.44 and a BB rating, placing it behind the United States and Bhutan. The index used data through the end of 2025 and combined measures such as national Bitcoin holdings, state mining, legal and tax treatment, reserve policy, political leadership on Bitcoin and the extent of Bitcoin use in the economy.

The index referenced roughly 61,000 BTC recorded in law-enforcement custody. The Crown Prosecution Service confirmed authorities seized more than 60,000 Bitcoin in a major investment‑fraud and money‑laundering investigation and described the assets as “alleged criminal property.” Confiscation and civil proceedings will determine whether the coins are returned to victims, directed to enforcement budgets, absorbed into the public purse or otherwise disposed of under court order.

The Treasury informed Parliament on March 2, 2026, that neither it nor central government held cryptoassets at that time. A September 2025 parliamentary reply said there were no plans to change seized-asset or official-reserve frameworks or to review Bitcoin as a reserve asset.

UK asset-recovery guidance explains that seizure is a temporary legal step while criminal and civil proceedings continue. Courts may order the sale of recovered cryptoassets to compensate victims or to transfer proceeds to enforcement budgets or the public purse. Ownership of seized assets depends on the outcomes of those legal processes rather than on reserve policy.

Several policy and market-access changes in 2025 were also counted in the index. The Property (Digital Assets etc) Act came into force on Dec. 2, 2025, in England and Wales and Northern Ireland, allowing certain digital items to be treated as personal property. The Financial Conduct Authority allowed retail investors access to qualifying crypto exchange-traded notes on approved UK exchanges from Oct. 8, 2025, subject to promotion and consumer-protection rules. The government has said a broader crypto regulatory framework will begin in 2027.

The index combined regulatory engagement and a large law-enforcement seizure within its evidence window. The seized Bitcoin balance remains recorded by authorities as criminal property and will be handled according to court rulings and existing asset-recovery procedures.
