Owlting, Decaf open dollar accounts for overseas businesses

Owlting Group and Decaf now offer eligible businesses outside the U.S. dollar accounts for holding funds and paying U.S. suppliers, employees and contractors.

Owlting Group and Decaf have launched U.S. dollar accounts on OwlPay Harbor for eligible businesses and organizations incorporated outside the United States. Customers can hold dollars in their own names and pay U.S. suppliers, employees and contractors without forming a U.S. company.

The service is available through Decaf Business, Decaf’s global business account platform. It has operated on OwlPay Harbor since August 2026. Decaf manages customer onboarding and the user interface, while OwlPay Harbor provides regulated payment infrastructure and links the service to banking and payment networks. Owlting earns fees on payments processed through Harbor.

Customers can fund accounts through domestic wire transfers and automated clearing house payments. Account balances are held as USDC on the Stellar network. U.S. payments can be sent by wire, ACH and real-time payments. The platform also supports payouts to eligible U.S. debit cards through Owlting’s Visa Direct integration.

Access depends on the company’s place of incorporation, business verification and applicable compliance requirements. Payment methods vary by customer and rollout status. Verification is based on factors including a customer’s transaction profile, payment size and regulatory obligations.

Decaf reported monthly payment volume of $48 million in figures cited in the Stellar Community Fund’s 2025 Impact Report. Decaf CEO Rick Martin described the service as a way for exporters and aid organizations to obtain dollars through licensed infrastructure. “Stablecoins solved the movement of money years ago. What was still missing is licensed access to the dollar itself, and that is what we can now put in our customers’ hands,” he said.

Owlting founder and CEO Darren Wang said the company expects additional payment platforms to integrate with Harbor. “Every corridor we add reaches a partner’s whole customer base at once,” Wang said.

Decaf customers include U.S.-registered renewable energy equipment companies whose founders operate between Latin America and the United States. MedGlobal, a Chicago-based humanitarian health organization, and the International AIDS Society also use Harbor through Decaf to fund programs, pay local employees and contractors, cover operating costs and distribute money in areas with limited banking access.

Decaf connects dollar accounts and local-currency payment networks with bank, card and cash payout partners in countries including Colombia and Mexico. The companies said the service can support payments in Latin America, the Middle East and North Africa, and sub-Saharan Africa.

OwlPay Harbor processed scholarship and per diem payments for delegates attending the International AIDS Conference in Rio de Janeiro in July 2026. Owlting expanded its U.S. payment operations to 43 states in September after obtaining a money transmitter license in Connecticut.

By the end of 2026, Owlting expects Decaf Business customers to be able to send payments from overseas-held dollar accounts to eligible non-U.S. debit cards and linked bank accounts. Decaf customers also plan to begin paying suppliers in China and Singapore through Harbor’s Asian payout coverage.

Owlting continues to target more than $1 billion in cumulative processed payment volume across the OwlPay platform by the end of 2026. The target includes fiat and stablecoin payments.
