How Stablecoins Are Launched in 2026

Firms can choose a fast white-label route or a longer custom licensing path to issue fiat-backed dollar stablecoins in 2026. Bridge, Coinbase and Paxos are the main white-label options used by new issuers. Bridge’s Open Issuance API can create a branded token backed 1:1 by USDC in days, with reserve yield managed through institutional money managers. Coinbase launched Stablecoin-as-a-Service in December 2025 to issue USDC-backed branded tokens using Coinbase custody and compliance systems; onboarding is gated by an approval process. Paxos offers issuance options backed by its regulatory licenses across jurisdictions and supports consortium networks and fully branded assets.
U.S. and EU rules set reserve and compliance requirements. The GENIUS Act, signed July 18, 2025, with agency rules due July 18, 2026, creates two U.S. licensing tracks: a federal OCC national payment stablecoin issuer permit and a state-qualified issuer certification where state frameworks are deemed substantially similar. The law limits eligible reserve assets to U.S. Treasuries with up to 93 days to maturity, demand deposits at U.S.-insured banks, Treasury repurchase agreements and government money market funds. Issuers must obtain monthly attestations from PCAOB-registered accounting firms that reserves match outstanding tokens, meet anti-money-laundering and sanctions obligations, and satisfy proposed liquidity requirements including same-day and five-day redemption capacity. The OCC has proposed a $5 million minimum capital floor for federal applicants.
For access to euro-area markets, stablecoins must meet MiCA Electronic Money Token rules. MiCA requires an EU-licensed electronic money institution or credit institution to issue the token and mandates at least 30% of reserves be held in bank deposits at EU-licensed institutions. Enforcement from July 1, 2026 has restricted trading on euro-area venues to EMT-authorized tokens.
Technical requirements remain similar across issuance paths. Stablecoin smart contracts typically include a mint function restricted to the licensed issuer, a burn function for redemptions, blacklist or pause controls to comply with sanctions, an upgrade mechanism to allow fixes or regulatory changes, and cross-chain bridge integrations. Ethereum is commonly used as the primary chain for institutional use and DeFi composability, while Solana often serves as a lower-cost secondary chain for retail payments. Circle’s CCTP burn-and-mint protocol is widely used to move USDC-backed balances between chains; LayerZero, Wormhole and Axelar are alternatives for multi-chain designs.
Security and compliance are standard prerequisites. Institutional launches typically require an accounting attestation, independent smart-contract security audits, a public bug bounty program, KYC onboarding tools, blockchain analytics for transaction monitoring and Travel Rule solutions. Annual costs for a basic three-layer compliance stack for a platform serving 100,000 users are commonly in the $150,000 to $400,000 range before integration expenses.
Timing and cost differ sharply. A white-label launch can take three weeks to six months. A custom build for full reserve control generally requires $20 million to $50 million in upfront investment, an engineering team of 10 to 30 people, one to three years for licensing and annual compliance costs in the millions. The typical operational sequence runs from defining commercial purpose and regulatory path through audits, custodian setup, KYC/AML systems and monthly attestations before testnet and mainnet deployment.
