Hoskinson: Cardano not automatic priority after treasury vote

Cardano delegates let a 12.29M ADA Pogun funding request expire; DReps voted 35.67% for and 64.33% against. Hoskinson said IO will pick networks by technical and commercial fit.

Cardano delegated representatives allowed a 12.29 million ADA funding request for Pogun to expire without ratification. The on-chain spending request did not advance after delegated representatives voted 35.67% in favor and 64.33% against.

Pogun is an Input Output-backed credit and liquidity product designed to bring Bitcoin into decentralized finance. The formal on-chain proposal asked the Cardano treasury for 12.29 million ADA to fund development and presented a revenue-sharing agreement in return.

The proposal tasked Cardano with a repayment structure that would return 20% of earnings to the treasury until initial funding was repaid, then provide a perpetual 5% share of revenue attributable to Cardano-related products. The repayment mechanics referenced a $2.95 million benchmark in the proposal. Those terms were part of the written funding request; the expired vote prevented the treasury from committing funds under that agreement.

Delegated representatives, or DReps, vote with authority assigned by ADA holders and determine whether treasury spending requests proceed. Cardano’s Constitutional Committee performed a separate review and recorded seven yes votes, equal to 100% approval from that committee, but the DRep tally was decisive for the spending request. With the proposal expired, the treasury will not provide the requested capital unless a new on-chain proposal wins ratification.

In a Sept. 18 broadcast, Input Output founder Charles Hoskinson said the company will select networks for future products by technical and commercial fit rather than following a Cardano-first policy. He described Cardano as a strong technical option for Bitcoin-focused DeFi. Hoskinson set target dates for related projects, saying RealFi aimed for an October 2026 launch and Pogun was expected within 90 days of the broadcast, roughly mid-December, while noting those dates are targets.

The on-chain Pogun proposal did not include an explicit exclusivity covenant. Hoskinson said Pogun would not be exclusive to Cardano and that traffic could be routed to other networks, or exclusivity could be negotiated with other ecosystems in exchange for support.

Input Output helped build Cardano and remains an active participant in the ecosystem. The company has placed some projects on other platforms; documentation for Midnight City V2 appeared on Midnight in July 2026. Input Output can finance and deploy products on other networks, seek exclusivity arrangements elsewhere, or negotiate capital and distribution with partner ecosystems.

The expired request means Cardano’s treasury did not commit the 12.29 million ADA under the terms presented on-chain. The proposal record establishes the funding request, the repayment structure and the intended Cardano deployment; any commercial arrangements beyond that written proposal would require new agreements and a ratified treasury vote.
