Cardano treasury administered $26.1M in USDCx

Intersect reported $26.1 million in cumulative USDCx activity through Cardano’s treasury reserve, while bridge operators can pause transfers and Circle can delay reserve releases.

Intersect’s Oct. 9 update on Cardano’s 2026 Treasury Reserve Smart Contract recorded 201.67 million ADA, 26.1 million USDCx and 4.8 million USDM administered through the reserve. The figures represent cumulative activity, not current holdings, money in vendor contracts or completed spending.

USDCx is a dollar token issued on Cardano and backed by USDC held in Circle’s xReserve system. Users can burn USDCx to receive native USDC on Ethereum. The process requires transaction finality and an attestation from the reserve system.

The published bridge terms estimate a normal conversion time of two to four hours. That includes finality for about 400 blocks and attestation processing. Circle, Input Output and Midgard can pause the bridge. Circle can delay or deny reserve releases for compliance, security or operational reasons.

The terms limit Input Output’s and Midgard’s ability to update the related contracts. They cannot freeze, reverse or redirect user funds. A pause or delayed reserve release can prevent a user from receiving USDC immediately after burning USDCx.

Receiving USDC does not automatically provide bank dollars. Input Output’s launch documentation lists routes involving USDC on Base, while the portal terms cover conversion into USDC. Direct redemption through Circle requires an eligible Circle Mint account in good standing under terms updated Oct. 15 for users outside the European Economic Area. Exchange withdrawals depend on the platform’s account and payment rules.

The SundaeSwap treasury dashboard lists 4,505,955 USDM for Intersect’s governance and technical stewardship work and 316,253.88 USDM for Se7en Labs’ Daedalus wallet program. Intersect’s Oct. 2 update recorded both allocations as converted through Moneta Digital into USDM and placed in live Cardano smart contracts.

The Intersect schedule runs through July 29, 2027. The Se7en Labs schedule runs through Sept. 29, 2027. A dashboard snapshot retrieved Oct. 16 showed three Sept. 29 Intersect payments as unlocked and Se7en Labs’ initial 63,188.312 USDM payment as withdrawn.

USDM amounts remain fixed after conversion, while their dollar value depends on the token’s peg, contract release conditions and redemption access. Intersect’s project uses milestone payments. Se7en Labs’ initial payment required a signed contract and no evidence submission. Later payments have separate acceptance conditions.

Moneta Digital requires an account, identity checks and anti-money-laundering and sanctions screening for direct US dollar redemption. Its availability information lists direct access for residents of 20 licensed U.S. states. Many users elsewhere are directed to Norwegian Block Exchange, subject to eligibility and operating rules.

Other Cardano treasury budgets remain denominated in ADA. The dashboard lists 525,000 ADA for Pallas and 4,947,757.56 ADA for Hydra. The ADA budgets sit alongside the USDM and USDCx allocations.
