Cardano nears Sept. 1 deadline to renew four committee seats

Four Cardano Constitutional Committee seats expire Sept. 1. A July 31 on-chain renewal has about 32% DRep support and 2% from SPOs, below required 67% and 51%.

Cardano submitted an on-chain renewal on July 31 to fill four Constitutional Committee seats that expire at epoch 653, which corresponds to Sept. 1. The renewal requires approval from delegated representatives (DReps) and stake pool operators (SPOs) to place the elected candidates into office. The current committee does not vote on its own renewal.

A live on-chain snapshot on Aug. 17 showed 32.46% support from DReps and 1.95% from SPOs, below the required thresholds of 67% and 51% respectively. Those figures moved slightly from an Aug. 14 snapshot, when DRep backing was near 30% and SPO support was about 1.69%. Intersect, a group that tracks Cardano governance, confirmed the renewal action expires at epoch 653.

Using the denominators shown in the live voting buckets, DReps would need roughly another ₳1.53 billion in support and SPOs about ₳5.21 billion to reach the thresholds. Delegations can change up to the deadline, and uncast voting power does not guarantee eventual approval. Enough uncast ADA remains in the pools for both thresholds to be reached in principle, but the outcome is unresolved.

A separate protocol timing rule prevents early enactment. The four incoming members would receive terms ending at epoch 799. Cardano’s committeeMaxTermLength is 146 epochs, exactly the interval between epochs 653 and 799, so the update cannot be enacted earlier without producing terms longer than the protocol permits.

If the renewal fails, the committee would fall from seven members to three, below the committeeMinSize requirement of five. Intersect warned such a result would “effectively stall” most on-chain governance until the committee is restored above the minimum. With an undersized committee, only Info Actions and Update Committee actions would remain available, while actions including hard forks, protocol-parameter changes, constitutional amendments and treasury withdrawals would be unavailable until the committee is rebuilt.

The blockchain will continue to process transactions and produce blocks normally regardless of the vote result. DReps and SPOs control the on-chain approval mechanism for committee renewals; their votes will determine whether the Constitutional Committee is replenished before Sept. 1.
